If anyone has any experience, what would be the best method for making hair beads like Yasuho has in her hair? I cosplayed Maya Fey this past year and made hers out of foam, but I wasn't really thrilled with the turnout. Would my best bet be to try it again or is there something better I could do?

Everything I saw online seemed to be pretty expensive, so I think your best bet would be to make some boot covers or, since it's about that time of year, check your local halloween store. They should have either some plain boots or boot covers there for at least a bit cheaper.
