Girl you are not a 38C. You need to go down a couple of band sizes at least, the bras getting smaller meant you should've gone up to a 36D or DD not up a band size and I suspect you probably needed a tighter band than 36 to start with, probably more like a 34. The tight vs loose thing will be because the cups are too small but your band is too big. Please measure yourself properly according to any one of the links, and see what bras you can find.

She's not actually a 32H, it'll be the closest sister size she can find. Ribcage is waaaay too small, more like a 28K or probably even larger cup size.
