If they are naturally well furnished and well defined, no. However, it is rarely the case.

I use to think eyebrow make up was bullshit or only useful for a small group of eyebrow deficient people. But, it really does help give your whole face a more defined look. No need to go heavy on it either.
Although if you only use very light/natural makeup, it is not really needed.
