You should learn the basics of how to sew before you attempt to make a dress of any sort. And yes you should use a pattern. Creating your own takes some expertise.

One alternative is to commission a seamstress to make the dress for you and practice how to sew in the mean time.

A "progress thread" is not an institution. There are no rules or manifesto in which any post has to go by. Buying a piece of a costume and showing it can indeed be considered to be "progress" to completing a costume. Attempting to arbitrate how people post in a thread is ridiculously presumptuous. And most people would agree that pictures of how a cosplay is coming is far more preferred than some brat trying to tell people how she wants people to behave.
