If you put a lot of layers in then it really shouldn't be an issue. Google 'Princess Mononoke Mask Tutorial" to see how this works out. You need A LOT of layers but it will be really solid.

I assume you mean on the goggle lenses? You have to peel off the backing first. It's tricky so what you do is take two pieces of tape, put them on both sides like they're an extension of the plastic then peel apart. A clear backing should come off.

Then spritz the surface of the lens with soapy water. Any basic dishsoap or handsoap should work. Then lay hte film over it and squee it until there's no bubbles. It can be a little tricky getting it to sit right you might need a few tries. Then you let it dry and it should be stuck on well until you peel it off with some effort.

Since you seem to know your military supply I'd go with the ideas you've listed for the boots and gloves since they will look more professional than bootcovers and cheap party store gloves. Seconding >>6640146's other idea of finding a printable transfer paper for the logo. Make sure you pick up the kind for "dark" shirts. See if there's a vector out there or make one yourself. For the hat you might want to get some eyelets/grommets for the holes then just thread through a thick nylon cord or whatever you find that you feel has the right thickness/look.

Look into piping for the white sleeve edges. IT should be next to the bias tape at your sewing supply place. Look up tutorials on how to sew it properly as it's a little tricky. The only advice I can give off the top of my head is to get/use a zipper foot for your machine because it's a bit bulky to sew over with a regular foot.

For the pattern you'll probably just have to sketch stuff out on butcher/drafting/packing paper and drape it over your arms until you get something that looks right. Test it again with cheap fabric once more before moving onto the final product.

Fabric: Get a satin that's not too shiny and not too drab. Joann's Bridal or Casa collection are my go to

Pattern: Look through the pattern books at your store and see what you can find to make the top and bottom. It's unlikely you'll find a pattern that encompasses the whole dress. You have to piece it together a lot of the time.

Poof: Get a 5-6 hoop hoop skirt. Angel's bridal on ebay is more go to. The pictures are squished and don't represent the actual size that well. Get or make a softer petticoat made of tulle to go over it to smooth over the hoops so thy don't show through the skirt.

Tidbits: Look up cosplay epaulette tutorials there's a few good ones out there.

How accurate do you want the shag to be? If you want the more dramatic bits around the collar and such you might have to add wool roving "dreads" into the fabric.

My local place actually has a ton of fur and is having a huge sale right now. If you want to shoot me an email I can take a look since I'm there all the time anyway. It would likely to be less than sy.

You might get lucky and find some organza-y curtains at a thrift store if you want to keep the cost down. Though last week I got a ton of organza for $2.50 a yard at joanns because it was half off.

Find decent materials. Barragan is supposed to be "royalty" so he wouldn't be wearing something made of cruddy cotton. A purple velvet or satin that's not shiny would be good for the robe. The fur will give you the most trouble finding since it's so long in some parts. Joanns won't carry anything like that you might need to order some fake fur online if you don't have any fabric warehouses in your area.

The only released Barragan I've seen used a rubber skull mask. You might have to commission the crown if you can't find something close online or at a costume store.

Most conventions won't allow metal chains so look for some big plastic ones from a halloween.costume store and paint them gold.

If you have any questions feel free to ask. Bleach is my guilty pleasure and there's not a lot of decent cosplay from it.
