No part of that has anything to do with the psychical characteristics of the person wearing the costume. By it's definition cosplay is about wearing the costume of a character. If you want to actually be the character, then you can't do it if your skin tone is incorrect. But dressing up as a character (cosplay) is different from trying to actually be the character.
