The only time XLM would be used in routing a payment between two tokens is if that route had better liquidity resulting in lower value loss.

But since XLM has truly terrible liquidity and since no one needs it for anything and since these FIs are providing their own liquidity XLM will never be used in payment routing.

Consider you are a bank and you want to send $100m to another bank over this system. XLM liquidity is what $20m/24h. You have to provide your own liquidity by market making a fiat token for your fiat -- which banks won't want to do so they won't use it. Supposing they did want to do this, after providing their own liquidity at both ends WHY THEN WOULD THEY DELIBERATELY LOSE MONEY by transferring through an illiquid asset in the middle?
