The rich cannot pay for UBI, it's literally impossible because they don't have enough money and the economic effects of stealing from them would cause a net loss for everyone. Even if you do it over a number of years it doesn't work. The only thing that can pay for UBI is increasing tax revenue and decreasing government expenditure.
