Depends on what you mean. Even personally, I owned a good amount of Chinese silver pandas. When I went to sell, dealers were either lowballing me on price or the price had tanked so much it wasn't worth selling

Also, if you put $10000 into SLV in August 2013, it's worth $6044 today. That's not even as good as US treasuries or corporate bonds
