The problem wasn't necessarily that the coins were being sold, the problem was the large amount of coins that were getting dumped onto the market at the same time. The reason for that is that the coins needed to be liquidated to pay creditors. By undergoing a civil rehabilitation program, they will be able to disperse of the remainder of the coins at a smarter, more manageable pace rather than dumping large quantities for quick cash to pay debts. If they're smart (and it's in their interest to be smart here), they can sell the coins at a manageable rate that doesn't crash the price.
