The base protocol for dapps must be immutable, because the only potentially useful dapps have to interact with the real world, and real world is physically immutable.
If some dapp allows you a eat a cookie reversing the transaction isn't going to turn your shit into a cookie again.
Mutability is only possible if immutable reality is sufficiently abstracted, but decisions if and how to do that should be made on the dapp level, not on the protocol level.
It's always possible to build a mutable abstraction on top of an immutable protocol, but it's not possible to build something immutable on top of a mutable protocol.

Imagine the insanity of having a token that gives you the right to fly in a plane on a mutable blockchain. Also it is transparent. You can review the entire blockchain if you want. They make explorers for that. You know they didnt edit anything because otherwise the cryptographic hash wouldnt compute with the previous block. The only way to change something would be to retroactively change the entire chain, while simultaneously getting all the other block producers to collude with your fraud. And then pray none of the explorer websites made a backup of even a single block. Its basically impossible.
