Sergey himself said the other major problem they're solving in addition to working oracles is off-chain payments in fiat currencies (since it will be some time before significant amount of commerce is carried out via crypto), so the price of ethereum is literally irrelevant considering chainlink will primarily be feeding data into contracts that deal with fiat currencies and just write to public or private blockchains.

And 2. Chainlink is blockchain agnostic so it won't just be writing to the ethereum blockchain but rather literally any other blockchain so again, the price of ether itself is also irrelevant since chainlink's modular architecture means it could find use on any other blockchain.

Oracles can provide a "DNS" like service of sorts and relay you the valid public key of the API you're trying to contact, and then you send your request with your public key (encrypted with the APIs public key, so only they can decrypt it), it's essentially how https works.
