the SEC FUD only applies to American based projects that had an ICO since the coins/tokens are considered U.S. securities and were not registered with the SEC to begin with. In order to "legally" trade "foreign" securities Americans will now need to deal with a registered broker that's regulated by the SEC... coinbase is currently in the process of becoming a registered broker/dealer for this reason.
