There will be 3 tiers of validation from what I've read. The average one will only require an email, phone number, and name. So if you invested at the beginning of January with eth you would get $1400 per eth (or whatever the ath was) even though they weren't actually able to sell the coins at that price.

At the end of the extension you got 50% off price by buying with BCH.
I guess when they came up with the scheme they expected to sell the cap in few days at most, so it would be pure marketing with almost no financial impact.
