How pessimistic do you have to be to think that it isn't about Jibrel? The thing being launched next week isn't Jibrel but that whole Fintech Sandbox was about Jibrel being accepted. If Talal wasn't in the picture and hadn't specifically talked about piloting with central banks it would be questionable to me but this is just a reasonable assumption.
