as far as I can say, Nex and other 'crypto' exchanges won't get a license to list their token as a security token.
a fiat gateway is also questionable for Dex through 3rd parties

I don't know how it works in USA or Asian countries but UE is very strict about it.
UE is very interested at blockchain technology but against decentralization.
