Can I make a fork of Bitcoin Cash called harpoon BTC.

Basically it would be a fork of bitcoin where every balance over 100 BTC was reduced to 100 BTC.

This would reduce the inequality of wealth within the currency and start everyone off on a more level playing field. I think this kind of fork would gain more popularity and adoption over time.

Thoughts?
