Your timeline is optimistic, and governments won't relinquish control of IDs without a gradual replacement of existing power structures (30-40 years). It's more likely 10 years from now we will have IDs on the blockchain, but local permissioned blockchains for each government with limited (manual) interoperability in terms of sharing data between countries
