Correct me if I'm wrong but my understanding for req being so low is because its being surpressed by whales. Their plan is to keep it surpressed until it starts getting adopted, which will burn tokens rapidly because of the cheap price. If 30% of the supply gets burned quickly, it will rise very quickly in price when people fomo in.

After the ICO, there was unrelenting selling pressure below the ICO price, which implies that pre-sale buyers got it for substantially less.
