Considering the escalating trade war with China and tariffs on imports of other Chinese metals already, are Chinese silver panda coins a good investment right now?

If you feel silver is a good investment, Chinese panda coins are not a good investment, IMO. What you want is a well-known bullion (coins or bars) with a low premium. Unless you are expecting numismatic gains with Chinese panda silver coins, you should avoid them because the premiums are usually high.

If you're an American, you should probably consider American Silver Eagle coins, which are roughly $2.50 over spot. Canadian Maple Leafs are also relatively inexpensive and are roughly $2.00 over spot.

You can get lower premiums by buying larger bars of silver (10 troy ounces each or heavier.) You should buy the bars from a trusted seller and the bars should be from a trusted mint or foundry.
