When you have a fixed currency, like tether you need to be able to create enough tether, or buy it back to keep the price fixed.

That can be hard to do. If you don't have enough reserves of USD then people can accumulatebs lot of tether, open up short orders on Tether, then sell all their tether.

Tether goes below 1usd and the shorter makes a lot of money. Soros has done this with countries with fixed exchange rates so it makes sense he would do it to tether.
