This looks like a briefing document for the big wigs in Arup to get a basic understanding of the blockchain,
They are traditionally an engineering company but have grown to an enormous size and have developed and grown into many sectors, facades, structure, infrastructure, all round building go to. Within their world blockchain tech will start to appear within the buildings they are designing and building, mechincal and electrical systems talking to each other, ventilation systems, windows, temperature, humidity, energy usage ,and they need to be aware of this. Buildings are becoming increasingly smarter and energy aware and we will need to design more energy efficient buildings in the future. It is already starting.

We will see more passive house standards introduced and companies like nest offering energy performance monitoring systems that will start to incorporate blockchain tech.
Arup will not be tapping directly into blockchain tech apart from on a legal side I imagine, but they need to be aware of it as the cities and buildings they work on will gradually become smarter and blockchain live. I would look at this as being bullish on internet of things and smart sensors. Will chain link be a part of that to sit between this information and an outside body like an insurance company in the case of an insurance payout, perhaps. The picture is becoming clearer it seems if true.
