Its not that he doesn't remmember you, its that he just doesn't want to bother writing a reference letter. Write one up yourself, and ask him politely if perhaps he could rememmeber working with you after reading it. People don't like being peskered so he'll probably say YES I remmember. Then ask if you can use him as reference. He'll probably say yes just so that you gtfo.

I think it comes naturally because I'm passionately interested in my field (IT) and I always keep an open eye for people I need for projects such as designers, marketing geniuses, people who know finance, etc
