Indirectly, yes.

The difficulty adjusts with the frequency of blocks being mined. As miners drop out less blocks are produced and the difficulty goes down.

You buy an ASIC and start mining. Without economies of scale/free electricity, however, you'll be hard pressed to make a profit.
