Liquidity and stability. Tether is used by exchanges for arbitrage. It's easier and cheaper to transfer tether across exchanges than transferring bitcoin or US dollars. Exchanges use Tether to keep the prices of coins more or less in sync with each other.
Exchanges could be using Ripple too, the problem is that the value of Ripple is volatile, so they use Tether since it's pegged to the US dollar.
