Some scams are very elaborate and impossible to detect. It's why the legal system judges fraudulent actions ( essentially scamming ).

Also people who set up scams are subject to the legal system.

No one cares if you got scammed. The scammer must fault their ignorance, lack of backbone, scammer sense, or due diligence if they are to grow.
