This is for the whales to decide. Crypto markets are controlled by a handful of people who work together. I'm not sure how they are going to deal with the Mt Gox whale trying to cash out 1.6 billion dollars. The amount of actual fiat in crypto is far less than that. They would have to spend a lot of money to pump BTC past this 1.6 billion sell wall.

Altcoins will inevitably get pumped if BTC gets pumped. Unusually, altcoins get pumped after a BTC pump.

Altcoins will NOT get pumped if BTC doesn't get pumped.

You should only be buying proven coins that have been around for a very long time, and hold mostly Bitcoin. I won't tell you the coins that have been around the longest, but one of them is blue and a true utxo blockchain... all of you are fucking dumbasses.
