An API allows you to interact with a web service through a third party program (such as a trading bot, or portfolio tracker in the case of crypto exchanges) instead of a web browser. An API key (basically a password the web service generates for you) is used so they know which user is accessing the API, so they know which users' account to access. What happened here was someone got access to people's API keys and was able to access their accounts to buy VIA at hightly inflated prices. This was more of a problem of end-user error (they were careless enough to let their API keys out) than a fuck up on Binance's part.
