The main difference is that the steem tokens are destroyed when creating steem power. Steem power is not tradable, its not a currency, it has no actual value outside of what the devs of the blockchain specify.

Steem power can be used to generate or mine new steem coins. Thats all it does. Its not a savings account because you destroy the actual coins to generate the steem power.
