Hey Guys.. I need your help with something

So I lived in the US for about a year on 2014, and during my stay there i had a Bank of America account and a Paypal that was linked to it.
Now I left the US back to my third world shithole, and i made sure to close my BoA account, but i recently noticed that Paypal is still up and running and it's still linked to my BoA (looks like the bank doesn't notify Paypal of its closure)
So now i have a paypal account that says "you don't need funds to pay or send money" but nothing to back it up..
now given that i would probably never return to the US again, and my country has absolutely no cybercrime division, can I spend money from my paypal and claim i was hacked? and what's the limit?
I need your help to milk this cow /biz.
