It can't... Which is what we all keep saying. It needs companies to go from fiat to crypto, and probably always will. There are some safe ways to do it. If tether isn't fucked then the merchant can request to be paid in USDT and let the transfer happen behind the scenes, then trade the USDT for real USD. Or a similar thing using DAI once they open up that platform a bit more. I see a world where companies are set up and take about 0.5-1% of the fee to go from USDT/DAI to USD.

By using other services in turn to convert between currencies, you've basically got a blockchain based paypal.

So I could add a "Pay with Request" button to my website. This would generate a REQ invoice. Then you could send me payment for in BTC to pay the invoice, then that BTC can be converted to the fiat of my choice. At the same time REQ could deduct the amount owed in taxes automatically for easy accounting. Other actions could be triggered too, naturally.

The REQ token is burned in each transaction. The people building applications on top of the REQ platform will be the ones who need to buy the token. The person building a webstore and the customer paying don't need to know about the token, but the company running the "Pay with Request" button would.
