Well I'll tell you the breakdown of foreign students in my program (Electrical Engineering).
120 started, 30 graduated. I've counted 10-15 whites (including non-Canadians), the rest were about evenly split between Chinese and Indians (about a third of each group foreign), and the few random blacks. The fact that there were so few whites to begin this, especially locals tells me that they simply weren't interested in the profession.

As for universities being funded by government taxation, yes thats true - but think longer term. All of those foreign students are now links between the two nations that can enable more trade, growing prosperity of both. Sure, 80% of them will just be cubicle drones, but those 80% won't matter. Its the exceptional 20%, the entrepreneurs that will matter, the issue is you can't pick those guys out beforehand. Just my view on things.

The UW in my area charges 3 times as much for Int.Students when compared to locals. Similar rates are also found in other schools.
