Honestly how would it work in practice? I pull out my phone scan some shitty qr code, enter the amount the thing is for click send, enter a password, make awkward eye contact with the cashier because the internet is running slow.

I think that wouldn't be a problem, I can imagine small accounts for quick pays would be a thing just like with PIN.
Apart from that it is a very safe savings account which would empower users because they'd be the bank, nobody can mess around with your money that way. It would just need to grow and actually be used, that way it shouldn't crash from time to time.
