You can effectively short ETH using Ethlend.
If you lend out with your coins locked in USD on their dapp you are effectively shorting.

step 1) Find someone to lend you some coins
step 2) Sell those coins that you've borrowed
step 3) Buy coins to replace those you've sold.
step 4) Return those coins to the lender.

If you buy at a lower price than you've sold, you make a profit.

The hard part is finding someone to loan you coins.

Leverage is when the broker loans you a multiple of your Margin (cash) to make trades with in order to extract higher trading fees from you. If your cash contribution to that trade is in danger of being eaten, the broker takes over the trade and closes it to protect the amount they loaned you. This is called a Margin-Call.
