Doge isn't "just another shitty clone", it's a meme. That is absolutely huge in terms of marketing. Doge and PND are the only two "big" inflationary currencies (i.e. actual currencies). This also has an impact. You're mining a subproblem to the problem the pool is trying to solve, submitting semi-shares instead of full shares. This results in an easier, more distributed task all around. The overall reward over time is the same, but it's more regular than mining alone. The 32 is basically a "fake" difficulty.
CPU usage at 100% is normal. Mining is very intensive. You can play with the flags (-t, -s, probably -I and stuff, too) to reduce peak CPU usage, though.
