Both Discover and BoA have basic $500-$1000 limit cards that they can issue you as long as you have a checking account with at least $1000.

BoA's student premier card or whatever it has a 500 dollar limit. It's mostly so you can build up credit, also pay your cell phone on time and pay down your student debt to achieve a decent credit rating.

What do you mean by "monthly payments"

The amount you spend is the amount you pay. Always pay your cards off in full every month.

It is a myth that carrying interest improves credit faster.

If you mean the fee for using the card, then there is none. Never get a card with an annual fee. Obviously there are exceptions to that, but you'll know when that rule no longer applies to you
