I just don't know how else to make semi-passive income. Isn't flipping apartments/houses pretty risky. Market dips further and you're hosed, versus renting a 200-300k apartment out for 2-3k a month is a nice steady stream when you have 8 or so, and when the market gets strong again you can easily sell.

Laws are different depending on the province. Alberta's laws are much more firendly to landlords. You can have people out in two weeks.

Just as an example: In Ontario if a tenant stops paying rent it can take 3-4 months to have them evicted.

Landlords are expected to suck up the cost of lost rent filing fees, and in many cases seeking garnishments is not worth the effort. Besides, anyone on ODSP/OW or a pension cannot have their income garnished. Sot these people just move on to the next person.
