I seriously dispute this, since the whole affair is about that it is near impossible to comprehend a paper in a particular niche field - even if you have a background in the more general field.
So anyone can essentially dedicate enough time and go deep enough into a tiny field, and publish a paper in the field - and no one can practically verify the validity of the paper, especially if the author hasn't been kind to the reader i.e. complex sentence construction, lots of obscure field specific jargon.
