I believe that if XRP is not eventually listed on coinbase, then you will eventually be able to buy it directly from retail banks and brokerages.

Why? Because if the banks and governments of the west want to use it as the new world reserve currency, they will need to give the public an opportunity to buy or else it will be perceived as unfair by the public. Whenever a new currency is launched, they always give the public an opportunity to exchange old currency for new.

Furthermore, XRP is designed to comply with all financial laws and fit into the existing banking system, so it would be easy for the banks and brokerages to offer it for sale.
