So I bought $20 worth of bitcoin recently on coinbase, and I want to transfer it out of the exchange to buy ripple on shapeshift, but coinbase says i don't have enough to cover the transaction fee? Can somebody help me out? How do I lower the fee?

you should have bought litecoin. honestly with that amount of money you should just leave it on coinbase. next month when you save up some more lunch money buy litecoin and transfer that, you can transfer it for a few cents and it's much faster anyway.
