Something similar and more profitable goes in in places like NYC. Most cigarettes sold there are actually on the black market, since legal tobacco is like $8-$12 a pack. People will drive to states where tobacco is like 2.5x cheaper and buy 20-30 cartons at a time, and sell packs back in NY for a profit.

Nobody but bums are going to buy cigarettes individually, but the real profit is in selling by the pack from cartons. Its also extremely illegal.
