No, you can use REQ with any money. REQ just uses tokens which are required for the transaction to go through can be split into thousand pieces—this means the fees are minimal

I haven't bought any myself yet, but looking through the whitepaper and online, I can't see how this won't surpass PayPal. How many people talk about paypal losing their money etc? REQ cuts out the 3rd party.
