At what age in your life is it determined what kind of career/what level of success an individual have? Can you tell by age 21 if someone will be forever working toilet cleaning jobs? Is there any way to go from being a toilet cleaner to making good money if you are in your 20's?

So if I'm a brainlet who got a meme degree I can somehow get a job in a high-paying role, or do qualifications to enter one? I know people the same age as me who left school age 16, didn't go to university and are making more than twice what I make.

I didn't do well at maths in school (grade C GCSE) which is what stopped me going into a STEM/proper route.

Usually by about 30 you can tell who has lost the drive to succeed at life and who hasn't. Earlier than that you can get hints such as who is willing to put in the work and who isn't, but at ~30 life has shit on people enough that you can tell who has given up.

Always exceptions to this, but I'd say it is solid as a general rule.
