if it's the right crypto, he can transact with whoever he wants, and nobody can stop it. if he has the money in his bank account, his bank guy will ask him stupid question for every transaction that looks suspicious to that guy. I'd rather have imaginary money which can not be blocked or censored than "real" money which needs permission of someone else to be functional.
