Congress is most likely trying to pass the stablecoin bill before the end of the year, so that it can go into effect at the same time as Europe's new law.

Imagine Tether and USDC being banned from most exchanges in Europe and America.
Now imagine all of that liquidity flowing into a regulatory compliant RLUSD.
All of that liquidity will massively pump the price of XRP.

I see three main possibilities.

Option 1. The SEC filed their form C with the 2nd Circuit Court of Appeals after they were physically closed.
But it's still considered on time, if it was received before 11:59pm ET.
In the morning, once the 2nd Circuit Court of Appeals is open, they'll officially receive form C; which will be timestamped with yesterday's date. We'll see the form C reported online by Filan Law tomorrow.
Appeals process continues.

Option 2. The SEC didn't file form C at all and missed the deadline. The appeal goes into dismissal. The SEC submits form C late. They tell the court a sob story about being understaffed, since the head of their Enforcement division quit 2 weeks ago. And maybe they'll also say they lost power too for good measure. The Court of Appeals believes their sob story, and accepts the late form.
Appeals process continues.

Option 3. This is all one final troll from the SEC to fuck over investors. The SEC head of Enforcement quit on the same day the SEC filed a notice of appeal. The SEC never files form C. Gary Gensler comes out and blames their former head of enforcement. He'll say that the former head of Enforcement did it all on his own on his last day before quitting, without Gary's knowledge.
Appeal process ends permanently; along with the entire lawsuit against Ripple.
