I don't think OP understands the concept of a fork. Bitcoin's supply can be altered by tweaking the function responsible for determining the block reward, which basically just divides a certain fixed amount by the epoch number. Any alteration of this function will increase or decrease the rate of issuance. To proliferate this change, you would need people to switch to an altered version of the node software, which by definition is a fork
