Its a guaranteed SOMETHING X, but not 400. Immeasurably higher in terms of dollars, but only somewhat higher in terms of other commodities. As the dollar fails, its failure is being disguised behind these paper contracts. They allow exchanges to pretend to have more physical reserves than they actually do. When the piper comes calling, the actual sale price for silver will float to whatever physical holders decide it will, and (much like the GME situation) those obligated to deliver are OBLIGATED. However, *unlike* GME, silver is actually used in productive processes. Its an input in a ton of industries, and some of them are strategically important to the nation (and so cannot be allowed to slow or stop.) Same with gold. NVIDIA alone is going to suck up a massive supply of both as the AI race spins up. They've already stopped selling GPUs and started selling entire ready-made data centers.
So all that to say, the 400:1 ratio doesn't give full information - as the cards start to fall you're going to see a speculative bubble fueled by panicked government investors the likes of which the world has never seen.
