I don't think that's the case. The team has been dumping coins for the last few years, which is well beyond 20 cent levels. Think about how all of 2021 they constantly dumped 700k coins at a time. The price then was between $20-50.

Honestly, what is preventing it at the moment is two things. The most important is regulatory clarity. The second is proof that this works and is efficient - and for that they need to tokenize a lot of assets on different chains so that becomes normalized and people's clients accept that this is ok to happen - that again needs regulatory clarity. Its the same reason the token doens't pump to fuck solely on its speculative potential....companies and banks around the world can't just go buy loads of this to front run it because its not an accepted high-value highly liquid asset, and can't be weighted as such on their balance sheets, meaning theyd have to hold some other collateral (like bonds etc) to counter-act holding every dollars worth of it at present. Basically, this shit takes time. A lot of time.
