Man you're not paying any attention at all, the Rust upgrade literally rolled out this week and is propagating the network as we speak with 10% of the network and counting running on Rust as of now and growing by a few percent per day. The 10 BPS testnet has been running since January and will be merged to mainnet in a few months after the switch to Rust is complete. Just because you haven't been keeping up with developments doesn't mean they aren't happening.
