The problem with CC ETFs is that you get all the risk of the underlying without the returns. It works great when the underlying crabs but sucks in any other circumstances.
Real dividend ETFs (as opposed to CCs, which I'm not sure they pay in dividend, possibly rather as ROI, check the document to make sure) you are correct: the underlying tanks when there's a crash because the dividend gets cut, and it takes 3-4x longer to recover because they're always super late to restablish the dividend.

Basically yeah. Covered calls aren't a free lunch, they convert some expected capital gains into income. That's usually a bad thing for investors because of tax inefficiency. Covered calls mean you miss out on the very large price upswings that happen occasionally, so the capital growth slows down.
In a vacuum the expected total return of an index and the same index with covered calls written against it are the same, they just get to you in different ways.
